One municipality does not simply annex land or developments within another municipality’s borders. A boundary alteration process must be followed.  To review the process from a government and legal perspective visit the Government of Saskatchewan webpage and search Municipal Boundary Change-Annexation. One of the factors in annexation is TAX LOSS COMPENSATION where the municipality annexing lands pays the one losing the associated tax base.  Such compensation has been mutually agreed upon up to 25 times the current municipal tax roll and is paid in a lump sum. Based on the 2017 taxes for Emerald Park $1,067,608.00 x 25 = $26,690,200.00. Ultimately, the taxpayers of the expanded annexing community pay the tax loss compensation bill.
