Official Community Plan and Zoning Bylaw Review and Update
The RM is undertaking a review and update of the Official Community Plan (OCP) and Zoning Bylaw. The Official Community Plan (OCP) is the RM’s big-picture plan, guiding decisions on growth and development with key goals and policies, and the Zoning Bylaw puts the OCP into action with detailed rules for land use and property development.

Stakeholder Engagement
The project team has sought to include stakeholders throughout the review process. Public Engagement activities have included open-houses and surveys. The team has also corresponded with and shared the proposed amendments with neighboring municipalities and First Nations.

Public Hearings and Open Houses
The Planning Department regularly reviews and processes applications for variety of developments, some of which require public notice.

Comprehensive Development Proposals
Comprehensive Development Proposals (CDPs) are documents developers must submit to the Municipality when undertaking large development projects. CDPs are required by the Zoning Bylaw for any application to rezone, subdivide, re-subdivide, or re-develop 3 or more lots/sites, or for smaller areas if deemed appropriate and necessary. Some CDPs that have been approved by the RM include:
- Vista Springs - Approved by Council on October 22, 2022
- New Horizon Business Park (Phase 2) - Approved by Council on June 27, 2023
- New Horizon Business Park (Phase 3) - Approved by Council on September 24, 2024
- Emerald Park Burger King - Approved by Council on March 7th, 2023
