Bylaw No. 2025-12: Text Change
When:Intent: To amend several sections of the Zoning Bylaw to add
“hydrovac waste disposal facilities” as a discretionary use in the AR –
Agricultural Resource and EHI – Extractive Heavy Industrial zones, except in
the following locations:
- within an area
with high or extreme aquifer sensitivity;
- within 75 m of
a private well, and
- within 75 m of
a water course or water body.
Bylaw 2025-12
also includes amendments revising definitions to clarify that hydrovac waste is
not considered clean fill, and adds development standards allowing the RM to
request information about the source of the hydrovac waste, laboratory testing
of materials brought to site, and any other environmental studies necessary to
minimize the risk of contamination.
Purpose:
To provide the opportunity to establish
hydrovac waste disposal facilities in areas of the RM where risks can be
minimized.
Council will hold a
public hearing to receive submissions, written or verbal, on this public
hearing at 10:00 am on Tuesday, January 13, 2026, in the RM Council Chambers at
100 Hutchence Road in Emerald Park. Written submissions will be presented to
