Why now?

COVID-19 reshaped how business is done. In response, the RM reduced the 2020 municipal mill rate by 15% and introduced this plan to directly support local businesses.

Plan Highlights

Phase 1 (July 2020):

Phase 2 (December 2020):

  • Audacity YQR: Promoting entrepreneurship through a partnership with Economic Development Regina. To learn more about Audacity YQR and what they offer, visit www.audacityyqr.ca
  • Community Proud RFP Policy: Prioritizing local businesses in procurement.
  • Business Counts Survey: Gathering insights to shape future economic strategies.

  Tax Exemption Program

The RM offers two tax exemption programs that residents, businesses, and future property owners can use. These include:

  • a program for commercial, industrial, multi-unit, and multi-parcel development, and

  • a program for infill residential development

To participate in either tax exemption program, you must apply for exemption before obtaining a Building Permit.

Fancy Fork Café & Bistro – A Warm Welcome in the RM of Edenwold

After opening businesses across Canada, Jony Rahaman found a true sense of home in the RM of Edenwold. His latest venture, Fancy Fork Café & Bistro, opened in April 2022 and quickly became a local favorite.

Originally from Bangladesh, Rahaman says the RM made starting a business easier than anywhere else in his 12 years in Canada.

“I submitted my application in the morning and had my registration that evening,”
 he said.
“They caused me no stress when I was already dealing with contractors and vendors.”

Partnering with chefs Mamun Khosur and Abdullah Mahmud, Rahaman created a restaurant offering both international flavors and Canadian classics. He also appreciated the RM’s help in promoting the business after opening.

“As a business owner, I could not expect more than that.”

Rahaman praises the RM’s organization and support for entrepreneurs—especially newcomers.

“I would highly recommend the RM of Edenwold to any immigrant wanting to start their own business.”

Aspen Links – A Fresh Start in the RM of Edenwold

Aspen Links Golf Course has been a fixture in the RM of Edenwold since 1987. After a fire destroyed its original clubhouse in 2011, the course operated with temporary facilities for a decade. In September 2021, a new, modern clubhouse opened—marking a fresh start for the business and the community.

The new facility includes a restaurant, offices, and daycare space, making it a hub for both golfers and families. Aspen Links has been embraced by the RM as a valued contributor to local quality of life and a draw for visitors and nearby businesses.

Despite its large footprint, the golf course maintains strong relationships with neighboring properties and enjoys broad community support.

“The RM and the surrounding communities and other businesses have been very welcoming to us and very supportive, so it's been really great that way.”

Prairie Harley-Davidson – A Dream Realized in the RM of Edenwold

Robb Hertzog, owner of Prairie Harley-Davidson, brought his long-time dream to life in the RM of Edenwold. With the dealership’s roots in Regina dating back to 1936, Hertzog saw an opportunity to expand after improvements to Highway 1 made the area more accessible and visible.

He and his wife had purchased the land years earlier and carefully planned every detail of the future site. When they were ready to build, the RM’s staff made the process smooth and efficient.

“It was actually really easy. The permits were done right away, quick and easy. Everybody was great and really wanted to help out and see this happen,”
 said Hertzog.

Construction began in December 2018, and within ten months, the new facility was open. Now focused on growing his team and enhancing the customer experience, Hertzog also sees potential for further development in the area—and believes tax incentives could be a key driver.

“Tax incentives should be a huge selling feature for the RM.”

Ramada Inn – Championing Collaboration in the RM of Edenwold

Matt Kuzmicz is deeply rooted in the RM of Edenwold’s business community. As the owner of several ventures—including the Ramada by Wyndham Emerald Park/Regina East, Great Plains Auctioneers, Paladyne Management Ltd., and Kuzmicz Farms—he’s played a key role in the region’s growth.

He proudly credits local talent for helping build the 70,000 ft² Ramada hotel and sees the value of working together—not just in construction, but across the broader business community. As a White City resident and RM business owner, Matt advocates for stronger cooperation between the two municipalities.

Through his involvement in the White City–Emerald Park Business Association, he supports maintaining independent governance while encouraging healthy competition. He believes this dynamic benefits entrepreneurs and residents alike by offering choice and balance.

“It boggles my mind why people are pushing for one government body. We have a great, unique situation here—let’s champion it, not tear it apart.”
