Council

The RM of Edenwold is divided into seven divisions. The division you reside in is identified on the bottom-right corner of your tax notice. The Reeve is elected at large and chairs Council meetings.


Council meetings are held on the second and fourth Tuesday of each month. Meetings start at 9 am in the Council Chamber at 100 Hutchence Road in Emerald Park.

Reeve

Al, his wife Donna, and their two children, Mark and Heather, have made Emerald Park their home since 1989. Al spent 28 years with the Regina Police Service and retired in 2008 as an inspector. Al proudly served as a Senior Officer in Afghanistan in 2009-2010. He was responsible for working with Afghan communities to build their police service and ensure the protection of Afghani people.

After serving in Afghanistan, Al owned and operated All Claims Insurance Adjustors, where he worked as an independent adjuster. After selling his company, Al continues his work as an adjuster with Midwest Claims Services.

Al previously served two terms on Council and looks forward to again advocating and supporting residents and their families as Reeve

Carmen Leibel

Councillor, Division 1

Carmen was born, raised, and now lives on the family farm in the RM of Edenwold. With 30+ years of experience in sectors such as oil and gas, telecommunications, public sector, and conservation at the executive level, Carmen (B. Admin) is known for delivering results.

Areas of expertise include strategic planning, operational excellence, process improvement, project management and facilitation. Believing in accountability and transparency, Carmen is committed to bridging rural interests and urban progress in the RM. Married with two dogs, in her free time, you’ll find her digging in the dirt, planting something.
Stan Capnerhurst

Councillor, Division 2

Stan and his wife Betty have been residents at Park Meadows within the RM for nearly twenty  two years. Stan has been on council for 16 years, having been acclaimed more than four times. Previously, Stan had a successful career in the agriculture implement and construction equipment sales industry. His wife Betty has also served on council. He was instrumental in the negotiation, planning and building of the new wastewater treatment facility (WCRM158). Stan serves on various council committees including human resources, roads, purchasing and infrastructure.
Karen Kotylak

Karen Kotylak

Councillor, Division 4

Karen Kotylak and her husband Darrell reside on their acreage north of Pilot Butte. Karen has been a resident of Division 4 for 25 years and has served the community in many capacities during that time including sitting on the Board of Directors for the Pilot Butte Pre-school division and coaching Storm Softball from Squirt division to Ladies League. Karen’s background is mainly in financing having worked for 17 years at the Mercantile Bank of Canada and then as Branch Manager for the National Bank of Canada. After leaving the workforce to raise her children, Karen rejoined it in 2016 and is currently employed at the Canada Post office in Pilot Butte. She aspires to ensure all residents of Division 4 have a voice at Council.
Tim Brodt

Tim Brodt

Councillor, Division 6

Councilor Tim Brodt is a 3rd generation farmer who moved back to the farm in the RM in 1984, and has been on council since 2014.  He is an organic farmer and Chairperson of the local Rural Crime Watch which has been active since the late 1980’s.  He encourages all residents who would like more info, or would like to join this group, to call him @ 306-539-9117.
