Discretionary Use - Home-Based Business, Major

Pursuant to Section 55 of The Planning and Development Act, 2007, the Council of the R.M. of Edenwold No. 158 gives notice that a discretionary use application has been received and the details are as follows:

“Home-Based Business” is defined as the development consisting of the use of a dwelling unit or residential accessory building for business by a resident. The business must be secondary to the residential use of the building and shall not change the residential character of the dwelling or accessory building.

In this instance, the business proposed is a hair and beauty salon within an accessory building.  Major home-based businesses shall not generate more than three clients at onetime and are limited to maximum of three employees in addition to the residents of the principal dwelling. The RM’s full development standards for major home-based businesses can be found in Section 5.2 of the RM’s Zoning Bylaw, available on the RM’s website: www.rmedenwold.ca/zoningbylaw

The discretionary use process outlined in The Planning and Development Act, 2007 allows residents the formal opportunity to comment before Council makes their decision. Prior to rendering a decision on this application, Council will consider all submissions—both written and verbal—at its regular Council meeting, during a Public Hearing on August 25^th, 2026, at 10:00 a.m. in the Council Chambers of the RM office building, located at 100 Hutchence Road, Emerald Park, Saskatchewan. Any signed letters received by the RM office regarding this proposal will be presented to Council and can be sent by mail, email, or dropped off at the RM Office.
