Bylaw 2026-12 5-Year Review Official Community Plan (OCP) Amendment

Pursuant to Section 207 of The Planning and Development Act, 2007, the Council of the R.M. of Edenwold No.158 gives notice to amend the Official Community Plan Bylaw 2019-19 as follows:

Bylaw No. 2026-12: Text Change & Map Change

Purpose: To amend several sections of Bylaw 2019-19 known as the Official Community Plan (OCP) following a comprehensive (5-year) bylaw review.

Proposed amendments include, but are not limited to:

• Various grammatical spelling, and formatting corrections
• Updates to Community Priorites and Goals based on public feedback
• Updates to include First Nations as stakeholders in regional planning and service provision
• Updates to policies related to development in the flood plain, transit, mineral extraction, aggregate resources, recreation and leisure facilities, general agricultural lands, multi-parcel country residential subdivision, and emergency response and protective services
• Updates to sections related to secondary plans and Comprehensive Development Proposals (CDPs)
• Adding evaluation criteria for annexation proposals • Amendments to the Urban Residential Lands (Emerald Park) section based on public feedback
• Adopting a new set of OCP maps, including an amended Future Land Use Map with the following areas redesignated:
  • Any Country Residential 1 (CR1) zoned properties currently designated as residential
  • Parcel H Plan 101208349 Ext. 40 
  • Parcels C & F Plan 64R28836  
  • SE 9-18-18-W2 & N ½ of NE 4-18-18-W2- S ½ SW 33-17-18-W2, S ½ SE 33-17-18-W2, SE Portion of SW 32-17-18-W2 & E ½ NW 29-17-18-W2 
  • SW Portion of SW 32-17-18-W2M, W ½ NW 29-17-18-W2M & Parcel B Plan 88R70420 Ext 0
  • Parcel A Plan 101520829, Parcels B, C & D Plan 10185330, & Parcels P & Q Plan 102008472

Public Inspection: Any person may inspect the bylaw online at www.rmedenwold.ca, or at the R.M. of Edenwold No. 158’s office located at 100 Hutchence Road, Emerald Park, Saskatchewan, between 9:00 a.m. and 5:00 p.m. from Monday to Friday, excluding statutory holidays.  Copies are available at cost.

Public Hearing: Council will hold a public hearing to receive submissions, written or verbal, on the proposed bylaw at 10:00 a.m. (local time) on Tuesday, October 13, 2026, in the Council Chambers of the R.M. of Edenwold No.158, 100 Hutchence Road, Emerald Park, Saskatchewan.
